Qualification Needs in OECD Countries - Identification, Analysis and Implementation


 
We compare and analyse forecasts about qualification and skill needs and the implementation of identified needs in the training- and labour market systems from an international perspective. On the one hand, the results of employment outlooks in other countries may have far-reaching implications for the development of qualification needs in Germany as a consequence of the internationalisation of markets. On the other hand, the international perspective provides important impulses for the early recognition of qualification needs in the Federal Republic of Germany with respect to both methodological and institutional aspects.

In analysing qualification needs we compare results and methodologies of current skill and labour market forecasts for a range of OECD countries. For this purpose we established a network of experts working in well known research institutes. Those research places forecast qualification needs in their countries on a regular basis. From this detailed and country specific work we deduce trends with respect to needs in specific segments of the labour market, as they may also occur in Germany. The sectorial and aggregate analyses of the labour market are supplemented with time series studies on labour supply and demand for higher educated people, studies on the qualification needs of small and medium sized firms, and the role of costs for gathering information on human capital investments.

Implementation of identified qualification needs researches how forecasting results find their way into shaping the training- and labour market system. The aim is to detect inhibiting and promoting effects of institutional settings for the implementation process. Of special interest are the role of social partners and models of worker participation in the implementation of qualification needs in the vocational training system, innovative training arrangements in small and medium sized enterprises as well as the role of public and private employment offices in advising people on training issues.

The project “Qualification Needs in OECD Countries - Identification, Analysis and Implementation” is a partner in the FreQueNz-research network, which is aided by the by the German Federal Ministry of Education and Research. The project is carried out in cooperation with the "Jacobs Center for Lifelong Learning and Institutional Development" at the International University Bremen.
