Description
EU institutions gradually increase their competencies relative to national and subnational bodies of decision-making. Political parties, pressure groups and social movements react to this shift of competencies by trying, either directly or indirectly, to influence EU policies. Direct influence is mainly exerted by participating in advisory councils and hearings, and conducting lobbying activities in Brussels. Indirect influence is mainly undertaken via public relations activities, congresses, publications, and protest actions that take place both within and beyond the nation-state.
Based on selected policy domains, campaigns, and actors, this course aims at investigating which strategies and channels of influence non-state actors choose, which problems arise when applying these strategies, and which impacts are ultimately made. Beyond specific policies and conflicts, also the mobilization of pro- and anti-European groups (for example, with regard to the attempt of establishing a European constitution and the enlargement of the EU) will be included.
