The WZB Berlin Social Science Center is offering a position:

Researcher (Ph.D. Candidate)

in the field of “Citizenship and Governance in the European Union”

The position is at 65% of the regular working hours (currently 25.35 hours per week), preferably starting on September 1, 2017, for the duration of four years.

In 2017, the WZB is establishing a new interdisciplinary research group, “Global Citizenship Law: International Migration and Constitutional Identity”, which will be led by Professor Liav Orgad, connected to the Research Area Migration and Diversity (headed by Professor Ruud Koopmans) and in collaboration with the WZB Center for Global Constitutionalism (headed by Professor Mattias Kumm).

The project, funded by a European Research Council Starting Grant, is jointly hosted by the WZB and the Robert Schuman Centre for Advanced Studies at the European University Institute (EUI) in Florence, providing the Ph.D. candidate with a unique opportunity to benefit from Europe’s two leading research institutes in the fields of international governance, citizenship theory, and global migration.

Global Citizenship Law invites proposals on the nexus between national citizenship and EU citizenship from different perspectives - law, history, philosophy, political science, and sociology. Examples of questions are: What degree of (civic, economic, social, and cultural) integration should a Member State require from a person seeking EU citizenship? Should a “genuine link” to the Union be established through a link to a Member State, under its own definitions, or should there be a common European regime? Should there be a European mechanism for responsibility-sharing? Should the European Union develop common criteria for admission into EU citizenship and/or a common integration policy for newcomers, similar to the criteria for admission of new states (“the Copenhagen Criteria”)? Which lessons can be drawn from the European case-study for a future global citizenship regime? In essence, Global Citizenship Law invites to reflect on what it means to be “European” and examine the interrelations between national sovereignty, self-determination, and EU governance.


The researcher is expected to develop original research on “Citizenship and Governance in the European Union” that will result in high-quality publications; contribute to the community life of the team; participate in research-related activities; and help in the management of the project, such as the organization of workshops and website administration.


Researchers who hold a Master Degree in law, social sciences, or political philosophy with excellent results by the time of starting the employment contract and have a demonstrated interest in migration, citizenship, identity, or EU law and governance can apply.

Applicants must have excellent writing and presentation skills in English (knowledge of other languages is a plus; English is the working language of the research group).

Applicants who have not completed their Master degree by the time of application should include a statement from their supervisor confirming the expected date for the achievement of their degree.

In addition to the eligibility requirements, selection criteria will consider the applicant’s academic record, research plan, research motivation, previous knowledge and experience in the research areas of the project, and willingness to collaborate with other members of the “Global Citizenship”project.


The doctoral degree will be awarded in cooperation with one of the Berlin Universities (typically, Free University of Berlin or Humboldt University of Berlin); the call is also open to Ph.D. students at other universities in Germany or abroad who are willing to relocate to Berlin for the duration of the contract.

Remuneration: Salary level EG 13 TVöD (in accordance with German public service collective agreement)
