This book studies explicit and implicit changes of constitutional law under considerably altered political conditions. Europeanization and the major importance of the regions in the European Union are increasing the number of actors relevant for constitutional change and shifting traditional power constellations. After a conceptual introduction to governance in multilevel systems and forms of constitutional change, the volume exemplifies how actors on the European, national, and sub-national level influence implicit and explicit constitutional changes. These chapters are the main focus of the book that aims to provide empirically analytical outcomes on the issue. The contributions are systematically analysed and complemented by normative reflections on the development of the German constitution. Which trends can be detected and which are the main problems? Is the development of the constitution adequate for the requirements of democratic constitutionalism?
