Visiting Researcher of the Research Department
Joseph Keogh is a visiting researcher of the Research Department Global Governance. His research examines the European Union’s diplomatic and development engagement in international criminal justice. He explores how the EU’s governance machinery shapes the modalities of its engagement and the organisation of the field more broadly. Drawing on interviews with actors within and beyond EU institutions, as well as case studies of the Central African Republic and Guinea, his research develops the concept of constrained governance to explain patterns of EU action not anticipated by existing scholarship.
