This seminar will address three main questions: (1) What is action research (AR)? (2) How do we conduct multi-stakeholder action research? And (3) How do we make the transition from doing to writing about it? Action Research is carried out, first and foremost, through the establishment of partnerships with multiple stakeholders for the purpose of joint knowledge creation.

Central and Eastern Europe (CEE) witnessed some of the most visible transitions from authoritarian to democratic rule as part of the Third Wave of democratization. The fact that most of the former Communist states of CEE later joined the European Union (EU) created the expectation that, notwithstanding the difficulties faced by other post-authoritarian states, the constitutional democracies of CEE were fully consolidated. 

The Political Economy of Development research area will host a joint WZB-Columbia University workshop to present and discuss ongoing research, completed research, and research designs. Presentations by members of the Institutions and Political Inequality research unit and doctoral students at Columbia will include work on gender empowerment in Uganda, bureaucratic organization in Sierra Leone, gender-based violence in Congo, community policing in Papua New Guinea. The workshop takes the form of small group focused discussions on research and will generally not include presentations.

Für viele Menschen verkörpert die Energiewende das Versprechen einer nachhaltigeren Zukunft. Jedoch längst nicht für alle. Die Konflikte um die Energiewende mehren sich, insbesondere um den Zubau erneuerbarer Energienanlagen in den windreichen Regionen des Nordens. Hier formiert sich öffentlicher Widerstand, der auch zunehmend professionell organisiert ist. Diese Proteste gefährden die Erreichung der Energiewendeziele ernsthaft, obwohl diese Ziele weiterhin von großen Teilen der Bevölkerung ideell getragen werden.

The conjuncture of a number of historical forces, operating at several different time scales, conspires to create a crisis in expert knowledge and in “knowing” more broadly. These forces include unidirectional phenomena like the social democratization of education, the development of automated forms of knowing, the imposition of neoliberal management on the world of expertise, and the drift away from discursive towards imagistic embodiments of knowledge.

Die Verbändeforschung gehört zu den klassischen Disziplinen der Politikwissenschaft. Vor allem mit den Debatten zu den Leitbegriffen Pluralismus, Korporatismus und Lobbyismus ist ihr zeitweise auch eine die Politikwissenschaft übergreifende Aufmerksamkeit entgegengebracht worden. Der Arbeitskreis Verbände hat in den vergangenen Jahren sichergestellt, dass neue Arbeiten in diesem Feld vorgestellt, diskutiert und in einigen Fällen durch eigene Sammelbände publiziert werden konnten.

Die aktuelle Gegenbewegung (Polanyi) zum globalen Freihandel und finanzmarktdominierten Kapitalismus wird oft mit dem Begriff des Populismus belegt. Diese Bezeichnung entspricht selten der Selbstdefinition ihrer Protagonisten und übersieht etwa die Versuche im rechten Spektrum, einen illiberalen Konservatismus neu zu formieren.

Ohne die Zivilgesellschaft können viele Probleme in der Gesellschaft nicht bewältigt werden. Umso wichtiger ist die Erforschung ihrer Grundlagen und Rahmenbedingungen, ihres Selbstverständnisses und ihres Wandels. Das neue Zentrum für Zivilgesellschaftsforschung wird sich diesen Forschungsaufgaben widmen. Am 27. November 2017 um 17 Uhr wird das Zentrum im Rahmen einer feierlichen Veranstaltung am WZB eröffnet.

R is a powerful, free and open source programming language for data manipulation, analysis and visualization (as well as a number of other fancy things). Arndt’s approach to teaching R lets you work with real data sets on your own laptops right from the start. The introduction’s emphasis will be on data manipulation and visualization but equips you with the knowledge to then go further on your own.

Begriffe, mit denen wir den Zustand der Gesellschaft beschreiben, machen uns auf Transformationsprozesse aufmerksam, die das Potenzial für tiefgreifende Veränderungen haben. Derzeit kreisen solche Gesellschaftsbeschreibungen sehr oft um Daten. So ist zum Beispiel die Rede von der „Gesellschaft der Daten“ (Süssenguth 2015), der „Datafied Society“ (Schäfer/van Es 2017) und von einer „revolution that will transform how we live, work and think“ (Mayer-Schönberger/Cukier 2013).

How to best stimulate, foster and sustain science environments in Africa has become crucial for both research funding organizations and individual researchers across all disciplines. Public and private funders have experimented with new formats to enhance research capacities of African scientists, ranging from individual fellowships over institutional capacity-building and new collaborative programs to policy dialogues. Numerous global challenges and policy agendas such as the sustainable development goals underline the urgency of these efforts.

Die in zahlreichen westeuropäischen Ländern vollzogene „aktivierende Wende“ der Arbeitsmarktpolitik beinhaltet eine Verstärkung des Drucks auf Arbeitnehmer und Arbeitnehmerinnen, Arbeitsplätze unterhalb ihres Qualifikationsniveaus anzunehmen. Weniger beachtet wurde bislang die zunehmende Vermarktlichung der Beziehungen zwischen öffentlichen und privaten Akteuren bei der Arbeitsvermittlung.

Organized within the Franco-German Program “Changing Societies”, together with the WZB Berlin Social Science Center and the Fondation Maison des sciences de l'homme (FMSH), the workshop brings together researchers from different disciplines to work on a central issue of our time: the challenge of migration and its effects on integration and participation.

Angesichts von komplexen Herausforderungen wie Klimawandel, Armut, Migration oder Digitalisierung beobachten wir einen Wandel der Politikberatung. Jenseits des Modells klassischer Politikberatung haben sich partizipative Formate wie transdisziplinäre Plattformen und Multi-Stakeholder-Foren, die heterogene Akteure zusammenbringen, etabliert. Daneben gewinnen experimentelle Arrangements wie Reallabore und Living Labs an Bedeutung.

The Research Unit “Horizontal Europeanization” is funded by the German Research Foundation (DFG). The research group examines processes of European Integration that occur in the interaction between administrations, organizations and individuals. We work in seven research fields and together generate more general knowledge on the scale and scope of Horizontal Europeanization. 

What is a hackathon? In the programming world hackathons bring together programmers over several days to compete in solving some problem or in developing some software. A hackathon is a great place to connect with people in the same field, help each other to work out problems, develop new code and then use the techniques and code for one’s own projects.

Scientists around the world are increasingly under pressure. In the course of some major recent events, such as the Brexit referendum, the election of Donald Trump, and legislation in specific countries, science has been under hefty attack: Its methods, data, and results are fundamentally questioned – to an extent to which the use of scientific work as such is disavowed. As a reaction to these developments, the movement “March for Science” was formed at the beginning of this year. Also in Berlin, a large demonstration took place at the Brandenburger Tor to support scientific freedom.

In the 2010s, France was in a situation of systemic crisis, namely, the impossibility for political leadership to find a strategy of institutional change, or, more generally, a model of capitalism that could gather sufficient social and political support. In this lecture, the various attempts at reforming the French model are analyzed. In the 1980s, the left tried briefly to orient the French polit­ical economy in a social-democratic/socialist direction before changing course and opting for a more orthodox macroeconomic and structural policy direction.

Alle zwei Jahre vergibt das WZB den mit 100.000 Euro dotierten A.SK Social Science Award. Der Preis wird vom chinesischen Unternehmerpaar Angela und Shu Kai Chan gestiftet und würdigt wissenschaftliche Arbeiten, die besondere Relevanz für politische oder wirtschaftliche Reformen haben. Die Arbeit des Wahlforschers beginnt nach der Wahl erst richtig interessant zu werden. Welche längerfristigen Trends lassen sich aus den Wählerwanderungen herauslesen? Was bedeuten die Wahlergebnisse für die programmatischen Strategien der Parteien? Haben die Wählerinnen und Wähler strategisch gewählt, und sind diese Strategien aufgegangen? Welche Rolle spielte dabei das Stimmen-Splitting? Inwieweit zeigen sich in Deutschland international sichtbare Tendenzen?

In diesem Vortrag werden zuerst die Begriffe „Human Computation“, „Crowdsourcing“, „Märkte“, „Data Science“ und „Maschinelles Lernen“ erklärt. Dann wird ein Blick auf Internet-basierte Softwaresysteme geworfen, die auf „Human Computation“ und „Data Science“ beruhen und die sich in den letzten zwei Jahrzehnten verbreitet haben. Letztlich wird ein Denkanstoß zur Ethik von Human Computation und Data Science gegeben.

This course offers an applied introduction to mediation analysis, which deals with the question of whether the effect of an independent variable on a dependent variable is explained via one or more mediating variables. While still most popular in psychology, mediation analysis gets increasingly more attention in other disciplines of social sciences. This course teaches the basic assumptions and models of mediation analysis and gives a brief introduction in moderated mediation and advanced mediation models such as longitudinal- and multilevel mediation models.

A typical question for social scientists is why (two) groups differ with respect to a property of interest.  Women earn lower wages on average than men do but they achieve higher PISA scores on average. Men have a higher incidence to leave school without completion. What is the role of compositional differentials and group specific determinants on the level of the property of interest? We could also be interested in the question, whether pensioner households contributed to an increased income inequality in Germany. The course gives an overview on how to engage such questions.

The WZB Berlin Social Science Center and the Fondation Maison des sciences de l'homme (FMSH) host the workshop „Some Are More Equal Than Others”, which launches the second year of the Franco-German research program “Changing Societies”.

Donald Trump's surprise victory over the Republican and Democratic political establishments in 2016 was the result of several factors, including structural trends in economic dislocations and electoral politics, along with deeply rooted ideological and cultural currents. This presentation will explore the degree to which Trump's electoral and governmental projects are a consolidation of right-wing politics and its appeals to white nationalism, xenophobia, and racial resentment, especially, but not exclusively, among certain sectors of white working class voters.

Kritischem Denken Raum zu geben – das ist der Anspruch der Femina Politica, der einzigen deutschsprachigen Fachzeitschrift für feministische Politikwissenschaft. Seit 1997 erscheint die Femina Politica mit dem Ziel, zur Akademisierung und Professionalisierung feministischer Politikwissenschaft im deutschsprachigen Raum beizutragen. Sie veröffentlicht Beiträge, die bestehende sozialwissenschaftliche Ansätze feministisch erweitern und reformulieren oder auch neue Debatten anstoßen.

Wirtschaft und Unternehmen müssen sich heute mehr denn je mit den großen gesellschaftlichen Fragen auseinandersetzen. Denn obwohl Deutschlands ökonomische Eckdaten gut sind, profitieren längst nicht alle Menschen von dem Aufschwung. Aber wie kann Wirtschaft inklusiver werden? Was müssen Politik und Unternehmen tun?

The European Junior Faculty Forum for Public Law and Jurisprudence intends to address public law scholarship from a theoretically informed doctrinal, interdisciplinary or comparative perspective, contribute to the research of junior scholars, and create an intellectual community of European public law scholars. The forum brings together a selected group of early career scholars for what promises to be an intellectually rewarding academic exchange. The papers, selected based upon blind peer-review, will be commented on by two senior scholars.

Democratic innovations have become a buzzword in recent years. In academic research, politics and the media, they have been heralded as a solution to the crisis of democracy. However, there is still very little comparative research on these new institutional designs for citizen participation. Without empirical knowledge, the question whether participatory innovations may enhance democracy remains a normative one.

In this talk I present a socioempirical qualitative research done in a German hospital with cancer patients involved in clinical trials and biobanking. The study focuses on patients’ opinions about data sharing, data protection and controlling their data over time – i.e. the dynamic consent approach.

Ten years ago, in April 2007, the WZB established a new research unit on „Migration, Integration, Transnationalization“ led by Ruud Koopmans. The research of the department focuses above all on questions of institutional design and societal consequences of migration and integration using cross-national and interdisciplinary - sociology, political science, social psychology - approaches. In this conference, former and current members of the department will discuss what we have learned in the past ten years and which research questions will define the research agenda for the coming years.

Wovon hängt es ab, ob die Integration von Zuwanderern gelingt oder ob Parallelgesellschaften entstehen? Mit dieser Frage setzt sich der Migrationsforscher Ruud Koopmans seit Jahrzehnten auseinander. Ursprünglich überzeugt von der Integrationspolitik seiner Heimat Niederlande, die der Kultur, der Sprache und der Selbstorganisation der Zuwanderer großen Raum gibt und Einbürgerung leicht macht, plädiert Koopmans inzwischen dafür, von Zuwanderern klare Anstrengungen zur Integration in die Mehrheitsgesellschaft zu verlangen.

Unter dem Stichwort „neue Lebensverlaufspolitik“ werden seit Längerem viele Modelle diskutiert, die auf eine nachhaltige und selbstbestimmte Gestaltung von Arbeits- und Lebenszeit zielen. Dies ist für junge Familien mit Kindern wichtig und für alle, die Angehörige pflegen wollen. Aber auch Menschen, die sich weiterbilden oder bürgerschaftlich engagieren möchten, haben ein Interesse an „ungebundenen“ Auszeiten oder daran, oftmals stark verdichtete Erwerbsarbeit durch Phasen der Muße zu entschleunigen.

Wissenschaft ist ein Beruf;  Ausbildung, die Berufsbezeichnungen, das Forschen, Lehren und Studieren sind autonom geregelt. Staatliche Eingriffe und Markteinflüsse bedrohen diese Autonomie immer neu mit wissenschaftsfremden Argumenten.

In einer repräsentativen Befragung wurden Anfang 2016 im Auftrag des Exzellenzclusters „Religion und Politik“ der Universität Münster 1.200 in Deutschland lebende Türkeistämmige zu ihrer Sicht auf Probleme der Integration sowie zu ihren religiösen und politischen Haltungen befragt. 90 Prozent von ihnen fühlen sich, so sagen sie, wohl in der Bundesrepublik. Zugleich sehen sich mehr als die Hälfte als Bürger zweiter Klasse und beklagen, dass sie als Türkeistämmige in Deutschland keine Anerkennung erfahren.

The tremendous growth of digital transactions – mainly through online platforms – has profoundly affected the way we interact and has opened vast opportunities to improve our lives. The disruptive impact of this process is driven by one core feature: its ability to reduce inefficiencies. Consumers have benefited from an unprecedented proliferation of new services and products that previously were simply too costly to be developed and marketed to customers. At the same time, network effects in platform business models have brought market power concerns back to the front stage.

Europa ist tief verunsichert: Die massive Ablehnung der Europäischen Union in großen Teilen der Wählerschaft Frankreichs und anderen europäischen Ländern wirft die elementare Frage nach der politischen Zugehörigkeit der Europäer auf. Die Zugehörigkeit zu einer politischen Gemeinschaft wird aber maßgeblich bestimmt durch die Staatsbürgerschaft, eine zentrale Institution der europäischen Rechtsgeschichte. Diese definierte Ein- und Ausschluss, Muster nationaler Identität und Migrationspolitik.

Recently, new approaches to research on philanthropy have deepened our understanding of giving behavior. Those new developments include the ascent of field experiments and growth of lab experiments on fundraising where charities are perceived as active parties. Others include the influence of behavioral economics on our understanding of how social interactions affect donations. The channels through which people donate have recently changed as well. For example, the role of online activities like donation-based crowdfunding is increasing.

The world faces serious and complex problems that are difficult to address. Existing organizations are not effectively addressing these problems. National governments fracture the world into regions that show little concern for the world as a whole. Non-governmental organizations scatter their efforts in pursuit of additional funds. Global corporations bind the world together with trade and cooperation, and they shift wealth from the wealthiest nations to the poorest ones.

From industry over science to public policy, Big Data has sparked immense interest, raising both hopes and fears. While it has been hailed for its promises of economic prosperity, techno-scientific progress and societal advances by some, others have stressed new and emerging ethical, societal and political challenges related to the widespread adoption of data analytics in many public and private sectors.

The international health and medical journal The Lancet has described climate change as the biggest global health threat of the 21st century. It is clear that the climate is changing and that the impact on health is real. Health injuries, illnesses, and deaths caused by extreme weather events such as heatwaves, hurricanes and floods are obvious. Climate change also is affecting the geographic range and incidence of infectious diseases, such as diarrheal disease and malaria, and under-nutrition.

The focus of this workshop is a book-in-progress, by Macartan Humphreys (Columbia University/WZB) and Alan Jacobs (University of British Columbia/Hertie School of Governance), on an approach to drawing causal inferences from qualitative and quantitative evidence in a manner guided by theory. Topics to be discussed will include causal models and directed acyclic graphs (DAGs) and their uses for research design, the integration of process tracing with correlational analysis, case selection, and the optimal mix ​of ​intensive and extensive investigation.

Zum vierten Mal lädt das WZB alle ehemaligen Mitarbeiterinnen und Mitarbeiter zum jährlichen Ehemaligen-Treffen an das WZB ein. Das Treffen wird mit einer Veranstaltung der Serie „Junge Wissenschaft trifft Politik“ eröffnet: Gastredner wird der WZB-Alumnus und heutige G20-Sherpa der Bundesregierung Lars-Hendrik Röller sein. Deutschland richtet in diesem Jahr zum ersten Mal den G20-Gipfel aus, der am 7. und 8. Juli in Hamburg stattfindet. Die Gruppe der Zwanzig (G20) ist das zentrale Forum zur internationalen Zusammenarbeit in Finanz- und Wirtschaftsfragen; zu dem Treffen kommen die Staats- und Regierungschefinnen und -chefs der wichtigsten Industrie- und Schwellenländer zusammen. „Eine vernetzte Welt gestalten“ ist das Motto der deutschen G20-Präsidentschaft.

Bürgerinnen und Bürger sollen besser an wichtigen Entscheidungen für die Stadt beteiligt werden. Das ist Konsens. Aber was heißt das? Und wie wird das umgesetzt? Die Stiftung Zukunft Berlin hat in vielen Jahren ein Modell der bürgerschaftlichen Mitverantwortung entwickelt und erprobt, welches wir vorstellen wollen. Dieses Modell stärkt die parlamentarische Demokratie und stellt sie nicht in Frage.

Fragen nach der Wirkungsweise von Gesetzen, nach den Standards der Gesetzesfolgenabschätzung und der Gesetzesevaluation werden immer bedeutsamer. Was sind die theoretischen und methodischen Annahmen über die Wirkungsweise von Gesetzen? Was genau ist unter einer Gesetzesevaluation zu verstehen, welche Aussagen muss sie treffen (können) und welchen fachlichen Standards muss sie genügen? Was sind die Erwartungen der Auftraggeber? Wo liegen die Schwierigkeiten für die Evaluierenden in der Praxis?

Comparative political science has long worried about the performance of multilevel models when the number of upper-level units is small. Exacerbating these concerns, an influential Monte Carlo study by Stegmueller (2013) suggests that frequentist methods yield biased estimates and severely anti-conservative inference with small upper-level samples. Stegmueller recommends Bayesian techniques, which he claims to be superior in terms of both bias and inferential accuracy. In this paper, we reassess and refute these results.

Das von der Hans-Böckler-Stiftung geförderte interdisziplinäre Promotionskolleg „‚Gute Arbeit‘: Ansätze zur Gestaltung der Arbeitswelt von morgen“ hat im November 2016 unter der Leitung von Jutta Allmendinger seine Arbeit am WZB aufgenommen. Den Kern des Kollegs bilden fünf Wissenschaftler und Wissenschaftlerinnen des WZB sowie acht Doktoranden und Doktorandinnen aus den Disziplinen Soziologie, Ökonomie und Psychologie.

The (de-)regulation of employment, the challenges of reconciling work and family life, and the processes of inclusion and exclusion on the labor market have been key topics in the social sciences in France and Germany for many years. However, little attention has been paid to direct comparisons and transfer analyses across national boundaries. The conference will therefore open a binational dialogue to find answers to the following questions: What are the central changes, transformations, and conflicts within the fields of work and family life in Germany and France?

Algorithmische Selektionsprozesse in Plattformen wie Facebook und Twitter sind derzeit Gegenstand einer intensiven gesellschaftlichen Debatte über die Transparenz und Verlässlichkeit digitaler Informationen. Dabei sind die grundlegenden Verfahren, die für die Erstellung von personalisierten Informationsangeboten eingesetzt werden, in anderen Bereichen zum Teil schon seit Jahrzehnten im Einsatz (Handel, Tourismus, Bankwesen). Wie werden Informationen gefiltert, die in Social-Media-Plattformen in personalisierten Feeds angezeigt werden? Wie wirkt sich Personalisierung in Suchmaschinen aus?

In recent years, democracy, parties, and citizens have been facing a number of challenges: Political communities change; political cultures become more heterogeneous. The mass media and new media affect the structures of communication between representatives and represented. Increasing demand for participation challenges representative democracy and traditional actors such as political parties. Voters have to deal with an increasing complexity of policy spaces. Holding governments accountable becomes increasingly complicated, political representation more complex.

In the last years more and more researchers have tested the cross-national equivalence of measures (metric and scalar invariance) in different large international data-sets like the ESS, EVS, ISSP, PISA, PIACC and WVS using cross-sections or repeated cross-sections. They were applied mostly to individual data in those surveys measuring individual attitudes or values(Davidov et al. 2014, Ciechuch/Davidov/Schmidt 2016).

The workshop “How to write a good thesis” took place on January 11th, 2017. In the morning, issues of time management, archiving and documenting, and research ethics were presented and discussed. In the afternoon, there was a panel discussion which was open to all young researchers of the WZB where supervisors and young Postdocs shared insight from their experience of thesis writing.

Die Demokratie steht vor gewaltigen Herausforderungen. Sozioökonomische Ungleichheit führt zunehmend zu asymmetrischer politischer Partizipation. Demokratische Wahlen können dem anscheinend nichts entgegensetzen. Ökonomische Globalisierungsprozesse beschleunigen die Entparlamentarisierung des demokratischen Prozesses.
