Toward European Citizenship Law? Citizenship Governance in the European Union

The European Union has not developed thus far a coherent framework of common criteria for immigrant admission into EU citizenship, nor a common integration policy for newcomers. This state of affairs creates difficulties since policies, adopted based on national interests, are likely to affect all Member States without necessarily taking into account a European (or other states’) interests.

The Workshop will examine the pros and cons of adopting an EU Directive on Citizenship from a historical, comparative, and legal perspective. Should the Union develop European standards for the acquisition and loss of Union citizenship? What could be the normative justifications, conceptual principles, and institutional functions of a European citizenship regime? And what should the relations between national sovereignty and EU law be under such a regime? And what can be learned from the European experience toward the notion of a Global Compact/Convention on Citizenship?
